The African Capacity Building Foundation (ACBF) reports that out of 48 countries, Malawi was ranked position three as one of the countries with excellent performance in three indicator clusters: policy environment for capacity development, processes for implementation, and development results at country level.
The African Capacity Report 2019 report however notes that like other countries in Africa, Malawi faces challenges in achieving capacity development outcomes, which has been attributed to the country’s landlocked status and income level (from low-income to upper middle-income).
