The Council for Non Governmental Organizations (Congoma) has stated that it would like to be involved in public goods procurement exercises, in an effort to ensure transparency and accountability in government systems.
Congoma Executive Director Ronald Mtonga said that since 80% of the current national budget involves public procurement of goods/services, corruption is likely if no one provides checks and balances on government. He observed that the Public Procurement and Disposal of Assets (PPDA) risks disobedience as there are loopholes even though it is a new law.
In February, the Public Procurement and Disposal of Assets Authority (PPDA) has appointed authorities to drive the board in action, as since the procurement Act was passed in 2017, government has not been abiding by the laws.
The law was amended (insertion), demanding that 60% of government’s procurement must be from black indigenous Malawians, aimed at promoting local businesses.
