The National Planning Commission (NPC), has revealed that donors do not fully trust the country’s procurement and financial management systems.
NPC has, in its Mid-Term Review of the Malawi Growth and Development Strategy (MGDS) III, that the delivery of aid in achieving the sector goals was affected by bureaucracy in the funding institutions. The unfortunate situation has therefore led to low donor use of Malawi’s procurement systems, low trust in the Public Finance Management systems and unpredictability of aid flows.
Indeed, the systems in Malawi have been found wanting, revealing billions and trillions of misappropriated funds. Following measures of transparency, the Public Private Partnership Commission (PPPC) last week announced that an E-Procurement Government System will be hosted by the Public Procurement and Disposal of Assets authority. PPPC Acting Chief Executive Officer, Audrey Mwala, hailed the upcoming initiative as a means of efficiency. “The system will bring efficiency. It is very easy to lose or alter records that are manual but with an electronic system of this nature it will allow records keeping to be done properly,” Mwala said.
