A study conducted by released by Hivos Hub for Southern Africa, has noted that there is lack of compliance in the procurement of agricultural commodities; this being discovered using the 2016 Maize gate as a case study.
The Hivos assessment, covering on the openness of public contracting, said that involved parties do not comply with existing laws, regulations and instructions. The report earnestly suggested that there should be a board of non-senates that will supervise public procurement developments.
Hivos Country Coordinator Baldwin Chiyamwaka said that there should be systems implemented to engage citizens on procurement proceedings. He suggested amending the Public Audit Act by making all annual reports available to the National Audit website
